I am a PSS Instructor Trainer, Assistant Staff Instructor SSI, CMAS, NADD and HSA. I organize tours for divers and non-divers. I visited, among others, the center of Mr. Upali Gunawardena and Mr. Thusal: I can assert with certainty that the people who work at the center, as well as being courteous and professional, have a good preparation for the work required.
Used boats for diving are not great but this could be due to the fact that larger vehicles would have difficulty in leaving the mouth of the river to the sea.
All safety devices are present and standards are respected.
The instructors and the guides are certified and in the active state, for the various educational represented.
Mr. Upali, always in the water with us, it has always been up to the task. The same thing is true for the various guides.
