A good day for diving in Egypt

On Monday, 2 June 2025, the annual General Assembly of the Confederation of Diving and Water Sports (CDWS) took place in Sharm el Sheikh. This meeting marked a hopeful turning point for the further development of diving in Egypt, and the positive signals that emerged from it were welcomed by all those involved.

The atmosphere during the meeting was characterised by respectful and constructive dialogue. Representatives of the Egyptian Ministry of Tourism, diving school managers, operators and members of the CDWS all visibly pulled together to work on solutions. Mutual understanding and open communication created a solid foundation for the upcoming changes. It became clear that there is an urgent need to improve the legal and operational framework in the interests of safety and sustainable growth.

The most important decisions taken at the meeting will shape the future of Egypt's diving industry. In future, diving schools will be able to decide independently whether to take their boats out for diving in certain wind conditions. This is conditional on them taking responsibility for their decisions, which means clearly codifying responsibilities. In addition, regulations have been introduced that set out in writing the joint responsibility of operators and captains for diving trips under difficult conditions – a measure designed to raise awareness of safety and mutual responsibility.

Another equally important point is the recognition of the importance of a strong sense of community among owners and operators. The CDWS is open to more intensive cooperation with dive centres and the community as a whole, but would also like to see them take on more responsibility. The aim is not only to increase safety, but also to strengthen confidence in the diving industry in Egypt in the long term. There are two core objectives: to prevent boat accidents and to create greater safety through joint, responsible action by all parties involved.

  • In future, diving schools will again be able to decide for themselves whether to go out at certain wind speeds – on condition that they take responsibility.
  • Operators and captains will share responsibility in writing for trips under difficult conditions.
  • The CDWS recognises the importance of solidarity among owners and operators and is open to greater cooperation with the community, but also holds it accountable.
  • The clear goal is no more ship accidents and greater safety through joint, responsible action.

It has become clear that only through close cooperation between operators, dive centres and the community can trust be built and safety significantly improved in the long term. We expressly welcome the CDWS's recognition that responsibility and cooperation are central elements for sustainable further development.

After months of seemingly no progress on the issue of safety, this was a good day for diving in Egypt. These decisions open up prospects for a safer, more professional and, for diving tourists, a more reliable future in which Egypt can re-establish its position as a top diving destination. This is positive news for international diving.
